2010 - 2020 targets

I wonder if this is the right place for the urgently needed discussion of the EU 2010 targets - post 2010 - 2020 target. At least I found some information at this website.

My most urgent concern at the moment is if the 2010 EU biodiv target applies to overseas territories. If so what happens with severe landright infrictions reported from (French) New Caledonia due to Nickle mining (INCO company)?

any one out there to answer?
